About us

Top Valu Liquor is a municipal liquor operation owned and operated by the City of Columbia Heights. We provide low prices and friendly, helpful service, and all profits from our three stores go to the city to reduce the cost of city services and provide property tax relief.

Liquor profits fund police, fire and public works vehicles and equipment, street improvements and reconstruction, and the D.A.R.E. program. We also carry one of the best selections of single malt Scotch and bourbon in the Twin Cities, plus local craft beer, wine and spirits from Minnesota and around the world.
